37/PREA-3rd-Party-Reporting-Form-273
Interviews Conducted:
· PREA Coordinator
The auditor reviewed the Pre-Audit Questionnaire (PAQ), facility policy, third-party
reporting materials, public-facing informational resources, and conducted an
interview with the PREA Coordinator to assess compliance with Standard 115.354.
Newport News Juvenile Detention Center (NNJDC) has established and implemented
procedures that allow for the receipt of third-party reports of sexual abuse and
sexual harassment, consistent with PREA requirements.
Policy 115.354 requires the facility to maintain a mechanism for third parties to
report allegations of sexual abuse or sexual harassment on behalf of residents.
NNJDC meets this requirement through the use of a designated Third-Party
Reporting Form, which can be completed by family members, attorneys, advocates,
or other individuals outside the facility.
The PREA Coordinator confirmed that third-party reporting options are actively
maintained and accessible to the public. The auditor verified that the Third-Party
Reporting Form is available through multiple channels, including the facility website,
informational postings, and printed materials such as brochures and PREA posters.
These materials provide clear instructions for submitting reports of sexual abuse or
harassment.
During the facility review, the auditor observed that information regarding third-
party reporting was prominently displayed in the facility’s lobby, visitation areas,
and on informational systems available to visitors. The facility website (https://ww
w.nnva.gov/FormCenter/Juvenile-Services-37/PREA-3rd-Party-Reporting-Form-273)
also provides public access to reporting information, ensuring that outside parties
are aware of how to submit allegations directly to NNJDC.
The PREA Coordinator confirmed that all third-party reports received would be
documented, reviewed promptly, and forwarded for appropriate administrative or
criminal investigation in accordance with facility policy and applicable PREA
standards.
