there were no forensic examinations, no SAFE/SANE examinations, and no examinations conducted by other qualified medical practitioners available for review.   NNJDC maintains a Memorandum of Agreement (MOA) with the Center for Sexual Assault Survivors (CSAS) to provide victim advocacy services for residents who experience sexual abuse. The auditor reviewed the MOA, which outlines the responsibilities of CSAS to provide crisis intervention, emotional support during forensic medical examinations and investigative interviews, and referrals for ongoing counseling and supportive services. The PREA Coordinator stated that CSAS victim advocates receive specialized training to provide trauma-informed services to juvenile victims. The auditor also confirmed that Hampton-Newport News Community Services Board and Riverside Regional Medical Center serve as additional resources to ensure advocacy and supportive services remain available should the primary victim advocate be unavailable.   The facility also maintains a Memorandum of Understanding (MOU) with the Newport News Police Department outlining investigative responsibilities consistent with the requirements of the PREA Standards. The auditor reviewed the agreement and confirmed that the NNPD has agreed to conduct criminal investigations in accordance with applicable PREA requirements and established investigative protocols.   The Pre-Audit Questionnaire and interviews with the PREA Coordinator confirmed that NNJDC did not experience any allegations of resident-on-resident or staff-on- resident sexual abuse during the previous 12 months that required activation of the forensic medical examination process. Therefore, there were no residents who had received forensic medical examinations or advocacy services available for interview during the on-site audit.   Interviews with medical and mental health staff demonstrated an understanding of their responsibilities following allegations of sexual abuse, including ensuring timely medical assessment, preserving evidence when appropriate, facilitating access to forensic medical examinations, and coordinating ongoing medical and mental health services.   Compliance Determination
