maintaining their confidentiality. Staff and residents consistently reported that
supervisors are routinely present throughout the housing units, making official
unannounced rounds indistinguishable from normal supervisory presence. The
auditor conducted spot checks of unannounced round documentation and verified
that supervisory staff conduct and document unannounced rounds on all shifts as
required by the standard.
Compliance Determination
Based on a review of facility policies, the staffing plan, staffing documentation,
unannounced round records, resident and staff rosters, observations made during
the on-site audit, and interviews with the PREA Coordinator, Director, supervisory
staff, and line staff, the auditor determined that NNJDC has implemented and
consistently follows a staffing plan that provides adequate supervision to protect
residents from sexual abuse and sexual harassment. The facility also maintains
required staffing ratios, conducts annual staffing plan reviews, and performs
documented unannounced supervisory rounds in accordance with PREA
requirements.
Accordingly, the auditor finds that NNJDC meets the requirements of Standard
115.313, and no corrective action is required.
