(NNJDC) did not undergo any substantial expansions or modifications to its physical plant during the previous 12-month audit period. This information was confirmed during interviews with both the Director and the PREA Coordinator.  The facility did complete some software upgrades to their camera system and the PREA was taken into consideration when these upgrades were made to include ensuring no blind spots and multiple camera views/angles to ensure coverage.   The Director stated that whenever facility design changes, renovations, expansions, or modifications are considered, the potential impact on resident safety and the facility's ability to prevent, detect, and respond to sexual abuse is evaluated as part of the planning process. He emphasized that resident safety and PREA compliance are key considerations when assessing any future changes to the physical environment.   During the facility tour, the auditor observed that NNJDC utilizes a comprehensive digital video surveillance system consisting of approximately 200+ cameras positioned throughout both the interior and exterior of the facility. The Director explained that the camera system consists of digital pan-tilt-zoom (PTZ) cameras that provide extensive monitoring coverage while supplementing, but not replacing, direct staff supervision. The auditor observed the camera system from the master control room and verified that camera coverage provides broad visibility throughout the facility. The system retains recorded video for approximately four months.   The Director and PREA Coordinator further explained that camera placement is routinely evaluated to maximize staff supervision and reduce opportunities for sexual abuse or sexual harassment. In addition to the video surveillance system, the facility has strategically placed security mirrors throughout the building to minimize blind spots and enhance visibility in areas where direct observation may otherwise be limited.   Based on observations made during the site review, the auditor determined that the facility has implemented appropriate environmental design features and surveillance technology to support resident safety and PREA compliance. Facility leadership demonstrated an ongoing commitment to evaluating physical plant features and monitoring capabilities whenever operational or structural changes are considered.   Compliance Determination Based on a review of the Pre-Audit Questionnaire, observations made during the facility site review, and interviews with the Director and PREA Coordinator, the
