Newport News Juvenile Detention Center (NNJDC) has established a comprehensive resident education program designed to ensure all residents receive timely, age- appropriate information regarding their rights and protections under the Prison Rape Elimination Act (PREA).   Policy 115.333, Resident Education, requires that residents receive information during the intake process regarding the facility’s zero-tolerance policy for sexual abuse and sexual harassment, their right to be free from sexual abuse, sexual harassment, and retaliation, and the procedures for reporting incidents and accessing support services. The policy also ensures that education is delivered in a manner accessible to all residents, including those with limited English proficiency or disabilities, consistent with Standard 115.316.   According to the Pre-Audit Questionnaire, NNJDC admitted 606 residents during the previous 12-month audit period, all of whom received PREA education at intake. The auditor reviewed resident files and confirmed documentation showing that 100% of residents received initial PREA education within 10 days of admission, as evidenced by signed acknowledgments on the Resident Confirmation of Receipt PREA form.   During intake, residents receive multiple forms of PREA education, including the Residents’ Guide to Sexual Misconduct, a PREA brochure, completion of a vulnerability assessment screening tool, viewing of a PREA educational video, and participation in intake-based instructional sessions. These materials are provided in both English and Spanish and are designed to be age appropriate and easily understandable.
