The auditor reviewed the Pre-Audit Questionnaire (PAQ), applicable policies, training
materials, and volunteer/contractor documentation, and conducted interviews with
facility leadership and a sample of contractors and volunteers to assess compliance
with Standard 115.332. Newport News Juvenile Detention Center (NNJDC) has
established procedures to ensure that all volunteers, interns, and contractors who
have contact with residents receive appropriate PREA training.
Policy 115.332, Volunteer, Contractor, and Intern Training, requires that all such
individuals be trained on the facility’s zero-tolerance policy for sexual abuse and
sexual harassment, their responsibilities for prevention, detection, and response to
allegations, and appropriate reporting procedures. The policy further ensures that
these individuals understand resident rights, professional boundaries, and
expectations for maintaining a safe environment. This information is provide to
volunteers, contractors, and interns through a powerpoint presentation.
According to the Pre-Audit Questionnaire, NNJDC had approximately 18 volunteers
and contractors who have contact with residents during the audit period. The facility
confirmed that all such individuals received required PREA-related training and
signed acknowledgments documenting their participation.
The auditor reviewed training documentation, including the Guide on Sexual Abuse
Prevention and Response for Volunteers, Teachers, and Contractors and signed PREA
acknowledgment forms. These records confirmed that volunteers and contractors
received orientation training that included PREA education and reporting
requirements.
Interviews with the PREA Coordinator and Assistant Director confirmed that all
volunteers and contractors are required to complete PREA training prior to having
contact with residents and that documentation of completion is maintained in
training files. Facility leadership also confirmed that PREA training is an integral part
of the onboarding process for all non-employee personnel.
The auditor interviewed a volunteer who confirmed receipt of PREA training and
demonstrated an understanding of the facility’s zero-tolerance policy. The volunteer
was able to explain reporting procedures for allegations of sexual abuse and sexual
harassment and confirmed awareness of their responsibilities in maintaining
professional boundaries with residents. The volunteer also verified receipt and
acknowledgment of the facility’s PREA training materials and was confirmed by the
auditor during records review.
