The auditor reviewed the Pre-Audit Questionnaire (PAQ), facility policy, training
documentation, and conducted interviews with members of the Incident Review
Team and PREA Coordinator to assess compliance with Standard 115.334. Newport
News Juvenile Detention Center (NNJDC) has established procedures to ensure that
staff responsible for conducting administrative investigations of sexual abuse and
sexual harassment receive specialized training appropriate to their investigative
responsibilities.
Policy 115.334, Specialized Training: Investigations, requires that administrative
investigators be trained in conducting sexual abuse investigations in confinement
settings. The facility’s investigative team consists of the Director, PREA Coordinator,
and Assistant Director. Interviews confirmed that these individuals complete
specialized PREA investigative training through the National Institute of Corrections
(NIC) online learning platform and/or through The Moss Group (TMG).
