A RESOLUTION OF THE NEWPORT NEWS REDEVELOPMENT & HOUSING
AUTHORITY APPROVING THE ADOPTION AND IMPLEMENTATION OF A CREDIT
CARD POLICY
WHEREAS, the Newport News Redevelopment & Housing Authority (“Authority”) is
committed to maintaining sound financial management practices, accountability,
transparency, and effective internal controls in the expenditure and management of
Authority funds; and
WHEREAS, the Authority recognizes the need to establish standardized procedures
governing the issuance, use, monitoring, reconciliation, and administration of Authority-
issued credit cards; and
WHEREAS, the proposed Credit Card Policy establishes clear guidelines and internal
controls for the appropriate use of Authority credit cards, including authorized
purchases, cardholder responsibilities, documentation requirements, reconciliation
procedures, prohibited purchases, approval requirements, and procedures for
addressing unauthorized or inappropriate transactions; and
WHEREAS, adoption of the Credit Card Policy will strengthen the Authority's financial
management and internal control environment by promoting consistent practices,
reducing the risk of misuse or unauthorized expenditures, improving accountability, and
ensuring that credit card transactions are properly documented and reconciled; and
WHEREAS, the Credit Card Policy further establishes the responsibilities of
cardholders, supervisors, management, and the Finance Department and provides
procedures designed to support accurate financial reporting, auditing, and compliance
with applicable Authority policies, federal requirements, and other applicable laws and
regulations; and
WHEREAS, the Authority's staff recommends adoption of the Credit Card Policy to
provide a comprehensive framework for the responsible and accountable use of
Authority-issued credit cards;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Newport
News Redevelopment and Housing Authority that the Authority hereby evidences its
intent to establish and implement a Credit Card Policy;
The Executive Director, or the Executive Director’s designee, is authorized to administer
and enforce the Credit Card Policy and to establish administrative procedures
necessary for its implementation, provided such procedures are consistent with the
policy and applicable laws and regulations;
All Authority employees and officials who are issued or authorized to use an Authority
