5E NEWPORT NEWS REDEVELOPMENT & HOUSING AUTHORITY MEMORANDUM DATE: September 15, 2026 TO: All Members, Board of Commissioner FROM: Lysandra M. Shaw, Executive DirectorfY4 SUBJECT: Resolution - Approving the Adoption and Implementation of the Newport News Redevelopment & Housing Authority Credit Card Policy The purpose of this memorandum is to provide background and context regarding the proposed resolution adopting the Newport News Redevelopment & Housing Authority's Credit Card Policy. As part of the Authority’s commitment to sound financial management, accountability, transparency, and strong internal controls, staff has developed a comprehensive Credit Card Policy to establish standardized procedures for the issuance and use of Authority- issued credit cards. The policy provides clear guidance regarding authorized purchases, cardholder responsibilities, required documentation, approval procedures, reconciliation of transactions, and prohibited uses of Authority credit cards. The adoption of this policy will strengthen the Authority’s financial management practices by promoting consistency, transparency, and accountability in the use of Authority funds. Additionally, the policy establishes safeguards to minimize the risk of unauthorized or inappropriate expenditures, ensure proper oversight of credit card transactions, maintain accurate financial records, and support compliance with applicable federal, state, and local requirements. The proposed policy also defines the responsibilities of cardholders, supervisors, management, and the Finance Department throughout the credit card process and establishes documentation and reconciliation requirements to support internal controls, audits, and financial reporting. By formalizing these procedures, the Authority will improve accountability and ensure that all credit card transactions are properly authorized, documented, reviewed, and reconciled. Approval of the resolution is recommended. Attachment:
