COMMUNITY DEVELOPMENT
The 2026–2027 Annual Action Plan (AAP) was approved by Newport News City Council on August
11, 2026. Following City Council approval, the final Annual Action Plan was successfully submitted
through HUD’s Integrated Disbursement and Information System (IDIS) for federal review and
acceptance. The plan is currently awaiting HUD approval.
The Annual Action Plan outlines the proposed use of the City’s Community Development Block
Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds for the 2026–2027
program year and reflects the priorities established through the City’s Consolidated Plan and the
public participation process. Upon HUD approval, the City of Newport News will be authorized to
begin expending the allocated CDBG and HOME funds for eligible activities. NNRHA will continue to
work closely with the City to administer the programs and facilitate the implementation of approved
activities throughout the 2026–2027 program year.

Sponsoring Partnerships & Revitalizing Communities (SPARC) and
Down Payment Assistance (DPA)
The SPARC Program provides eligible homebuyers using Virginia Housing loan products with a 1%
mortgage interest rate reduction to promote affordable homeownership. NNRHA successfully met its
FY2026 SPARC grant objectives, fully expended the funding, and completed the grant closeout.
Virginia Housing plans to release the FY2027 SPARC application this fall, and NNRHA looks
forward to continuing its partnership and expanding homeownership opportunities.
