CNI Grant Closeout and Sustainability Update
The CNI Endowment Plan has been approved by HUD, followed by approval of the budget revision.
Congress recently approved a one-year extension of the FY2018 Choice Neighborhoods grant
funding through 2027, providing additional time to expend remaining funds and complete grant
activities. Staff will continue working to complete the remaining Budget Line Items (BLIs), final
draws, and other closeout requirements. USI will continue serving as the People Lead and
coordinating supportive services and partner engagement as the sustainability plan moves forward.
Homeownership Lots – Single Family:
While there are no significant construction updates at this time, NNRHA’s focus has been on overall
project closeout. As Breeden completes its onsite work, NNRHA and its project partners are
beginning to develop preliminary design concepts for the remaining homeowner lots. These
concepts will be presented to stakeholders, partners, and the City for input and coordination. Final
concepts will be subject to review and approval by the City’s Planning Department before moving
forward.
USI – Urban Strategies
For September 2026, the Marshall-Ridley Family Supportive Services Program continues to
maintain strong and consistent resident engagement. The Urban Strategies, Inc. (USI) Newport
News reports that 209 families are actively participating in intensive case management and
supportive services. During the two-year post-grant sustainability period, USI will continue serving
as the lead People component partner, supporting implementation of the CNI Endowment Plan and
helping ensure residents maintain access to essential supportive services beyond the grant period.
