QUESTION & ANSWER REPORT RFP No. 26-1342-1403 Drone as First Responder Program 11. Pricing Transparency Over Contract Term Jul 30, 2025 12:04 PM Question: Refer to RFP Section 8.8: Price Escalation/De-Escalation In order to provide the City with a clear view of long-term costs and value, would the City consider requiring vendors to disclose: ● Any discounting strategies applied in year one (e.g., loss-leader pricing), ● Escalation factors projected for years 2–5, ● And if applicable, how future price increases relate to inflation, fleet expansion, or system scaling? Jul 30, 2025 12:04 PM Answered by Gary Sightler: Offerors shall provide detail regarding their proposed pricing, including a baseline annual cost in Section 9 of the Request for Proposals, and expanded pricing detail to include pricing for optional renewal periods. The expanded pricing detail may include proposed price escalation for additional renewal periods and any other relevant factors to allow the City understand and evaluate the entire pricing model. This additional detail shall be uploaded in response to Question 18 of the Vendor Questionnaire. Aug 18, 2025 10:20 AM 12. Pricing and Term Structure Jul 30, 2025 12:03 PM Question: Refer to RFP Section 8.7: Contract Period/Renewal and Section 9: Pricing Proposal The RFP references a potential contract term of up to six (6) years (initial plus renewals), yet the pricing proposal requests only a baseline “annual cost” for year one. In order to compare multi-year total value and assess long-term sustainability, would the City consider requiring all vendors to provide: ● A year-by- year cost breakdown for years 1 through 5, and ● A 5-year average annualized cost for DFR services to better reflect long-term deployment investment? Jul 30, 2025 12:03 PM Answered by Gary Sightler: Please refer to the response to Question 11 above. Aug 18, 2025 10:20 AM 13. Intended Scope and Scale of Citywide Deployment Jul 30, 2025 12:03 PM Question: Refer to RFP Sections: 4.1 – Overview; 4.2 – System Functionality; 9 – Pricing Proposal While the RFP describes a citywide Drone as First Responder (DFR) program, the Pricing Proposal (Section 9) only requests a single annual cost for one unit. To align proposed solutions with the City's operational goals: ● Can the City clarify the anticipated scale of deployment, including the expected number of docks, drones, and deployment sites? ● Is the City envisioning a distributed or hive-style configuration? How many simultaneous missions should the system be capable of supporting? Page 5
