QUESTION & ANSWER REPORT RFP No. 26-1342-1403 Drone as First Responder Program 3. Federal Law Enforcement Data Sharing Jul 30, 2025 12:08 PM Question: Refer to RFP Section 4.2(J): Dual-Agency Public Safety Operations (p. 9), Section 4.2(F): Secure Data Transmission & CJIS Compliance (p. 8), and Section 6: Insurance Requirements and Cyber Liability (pp. 12–13) Does the City anticipate any mutual aid scenarios that involve Federal or military partners or intend to share DFR-collected video or telemetry data with federal, military, or multi-jurisdictional law enforcement partners (e.g., FBI, Homeland Security, DoD)? If so: ● Are there specific CJIS or federal security protocols vendors must adhere to? ● Are there any current integrations or platforms (e.g., Fusus, DOJ partner systems) already in use or planned? Jul 30, 2025 12:08 PM Answered by Gary Sightler: There are not current or expected integrations with other law enforcement partners at this time, however, it is possible in the future. NDAA Compliance and Federal Security Standards Jul 30, 2025 12:08 PM Question: Refer to RFP Section 4.2(K) and 4.2(F)(2)(a–d) Given that NDAA compliance is required to operate unmanned drone systems on or near Federal properties and recognizing that Newport News includes or borders several military and federally controlled installations: ● How does the City plan to ensure NDAA compliance as required by Federal procurement and security standards for DFR operations in these sensitive areas? ● Should vendors explicitly include their proof of NDAA compliance status as part of the technical proposal? Jul 30, 2025 12:08 PM Answered by Gary Sightler: Offerors should include evidence of NDAA compliance in the proposal. Aug 18, 2025 10:20 AM 5. CJIS Compliance and Insurance Confirmation Jul 30, 2025 12:07 PM Question: Refer to RFP Section 4.2(F)(2)(a–d): CJIS Guidelines, Data Security & Encryption (p. 8), Section 6.7 & 6.8: Cyber Liability and Technology Liability (p. 13), and Section 10.14: Information Technology Security Policy Matrix (p. 30) The RFP requests a statement of CJIS compliance and ability to meet insurance thresholds. Will the City require vendors to: ● Submit evidence of current CJIS-compliant infrastructure (e.g., audit results, validated storage environments)? ● Pre-certify insurance carriers and coverage endorsements during the proposal stage, or only post-award?
