Planning budget and commercial terms
The existing model prices readiness, ongoing verification and optional instructional pilots. It does not
price a named school closure, receiver alterations, modular removal or every transportation change.
Amounts below include a 15 percent reserve and are the study author鈥檚 planning allowances, not
verified bids or this firm鈥檚 fee offer. [Appendix C]

The $220,800 readiness allowance comprises $82,800 route and data work, $103,500 specialist
review and $34,500 family engagement. It models 1,600 hours at $45 and 600 specialist hours at
$150 before reserve; those rates are planning inputs, not billable rates agreed with Gaskin and
Associates Consulting Group, LLC. Annual shared verification is modeled at $57,500. [Appendix C]
Optional work and funding
One pilot adds $103,500 setup and $276,000 in each of four operating years, totaling $1,207,500.
Pilot staffing, beneficiaries, delivered service, timetables and measurement must be specified before
approval. A second pilot adds the same allowance. The model does not establish that either pilot
resolves unused facility capacity.
Even a stress case assuming a 10 percent reduction in the entire proposed overtime and fuel pool for
four years leaves a $1,336,940 funding requirement for the two-pilot package before unpriced
implementation work. Eligibility and achievable reductions are unproven. No savings are assumed to
fund contractual commitments. [S04; Appendix C]
Engagement terms
Before mobilization, the parties would execute an agreement defining the final scope, professional
fees, resource plan, payment milestones, reimbursable expenses, client inputs, data permissions,
deliverable ownership and reuse, confidentiality, applicable insurance requirements and termination
arrangements. Fees and payment terms remain subject to that agreement; this proposal does not
authorize work or expenditure.
Any engagement must follow the applicable NNPS procurement and funding approvals. Additional
implementation work, pilots or ongoing verification would require separate written authorization. No
institutional endorsement, contract award or commitment to adopt a recommendation is implied.Jump to an indexed page (48 of 48)
