Affected students services and burdens compared
The completed capacity and allowance results must be joined to service and family evidence before
selection. The table identifies which baseline cohorts change and where implementation evidence is
still missing; unknowns are not favorable results.

Compare five outcomes in their own units
Utilization: report grade/room capacity as well as total places. Transportation: report scheduled and
delivered trips, ride-time tails, paid duties and safe walks. Impact: count unique pupils moved, sibling
splits, staff transitions and feeder changes. Diversity: report privacy-safe composition and segregation
measures using actual assignments. Access: report program eligibility, accepted offers, delivered
service, required accommodations and activity participation.
The available aggregate counts do not establish any change in diversity, an accessible route, a grade-
level receiving plan or a shorter ride. Geography should use student origins and road connections;
neighborhood race or income is not an individual pupil characteristic. No-car households require
observed or reported access arrangements, not an assumption from a city average. [S01, S16, S51–
S53]
Protect continuity through the transition
Immediate reassignment, terminal-grade grandfathering and incoming-cohort phase-in have different
numbers of pupils moved and years of duplicate service. Price each with its end date. Preserve
required specialty pathways and legally required services, provide translated notices and appeal
arrangements, and record effects on the current receiving pupils. Historical litigation alone does not
establish present operative orders. [S19]Jump to an indexed page (48 of 48)
