Gaskin and Associates Consulting Group, LLC NNPS proposal October 8 2026 17 Illustrative receiving allocations and limits These are author-generated integer allocations that prove the aggregate capacity arithmetic, using every pupil in the sending school’s study count. They are not observed student placements. No grade, pupil origin, choice acceptance or legally required service is assigned by this calculation. Discovery release test Receiver Existing pupils Incoming example Resulting pupils Use Headroom at 90% Newsome Park 445 350 795 82.3% 74 An Achievable Dream 685 147 832 81.7% 84 Combined 1,130 497 1,627 82.0% 158 Every allocation that puts both receivers within the 80–90% band sends 328 to 367 of Discovery’s 497 pupils to Newsome Park. An Achievable Dream receives the balance, from 169 down to 130. The example sends 350 and 147. Final enrollment ranges are 773 to 812 at Newsome and 815 to 854 at An Achievable Dream. Newsome Park release test Receiver Existing pupils Incoming example Resulting pupils Use Headroom at 90% Discovery 497 225 722 87.2% 23 An Achievable Dream 685 220 905 88.9% 11 Combined 1,182 445 1,627 88.1% 34 Every in-band allocation sends 214 to 248 of Newsome Park’s 445 pupils to Discovery. An Achievable Dream receives the balance, from 231 down to 197. The example sends 225 and 220. Final enrollment ranges are 711 to 745 at Discovery and 882 to 916 at An Achievable Dream. Reproduce the allocation interval For receivers A and B, sending cohort M, capacities CA and CB, and baseline counts EA and EB: lower bound = max(0, ceil(0.8CA) − EA, M − (floor(0.9CB) − EB)). Upper bound = min(M, floor(0.9CA) − EA, M − (ceil(0.8CB) − EB)). A whole-pupil allocation exists only when the lower bound is no greater than the upper bound. Apply grade-level constraints separately. No integer allocation can place all 685 An Achievable Dream pupils into Newsome Park and Discovery while keeping both at or below 90%: their combined limit is 1,614, below the group’s 1,627. This rules out that specified screen, not all future configurations.
