NNPS proposal
October 8 2026
5
Proposed engagement scope
The engagement would reconcile the operating baseline and produce comparable, reviewable records
for the alternatives NNPS retains. We would work with authorized NNPS staff and the existing
consultants rather than assume responsibility for functions already under contract.
Scope of work
Reconcile the school and grade enrollment baseline, usable rooms, required program spaces,
qualified staffing and competing forecasts. Link privately held pupil origins to actual transportation
duties and assess family burdens. Identify funded costs that can end, costs that continue, receiving-
school costs and one-time transition costs. Keep unknown inputs visible and separate from supported
zeros.
Deliverable
Evidence required for acceptance
Baseline and source register
Common dates, definitions and school identifiers; conflicts and missing inputs
logged; reproducible calculations linked to sources.
Alternative comparison
records
Retained baseline and alternatives evaluated on the same grade, room,
staffing, service and access measures; no aggregate fit presented as a pupil
assignment.
Transportation and family
assessment
Multi-day operating baseline, tested duties and observed family burdens
distinguished from system labels and qualitative accounts.
Financial comparison
Year-by-year gross and incremental costs, commitments, avoidability,
unpriced work and funding requirements; no unverified savings counted as
funding.
Review and decision package
Supported specialist revisions, disagreements, remaining conditions and a
concise recommendation or explanation of why a decision is not yet
supported.
Work outside the base engagement
School closure execution, construction design, modular removal, implementation of new routing,
recruitment and operation of pilots are excluded unless separately authorized. The proposed advisory
work is not a financial statement audit, legal opinion, accreditation, certification of all district controls
or guarantee of savings.Jump to an indexed page (48 of 48)
