Gaskin and Associates Consulting Group, LLC NNPS proposal October 8 2026 4 Executive brief We propose a bounded readiness and validation engagement before NNPS selects or funds a school configuration. The immediate decision is whether to develop and price the work needed to compare feasible alternatives. It is not a decision to close a named school or launch an unpriced instructional program. The study identifies concrete capacity tests, conflicting forecasts and operating records that can support that comparison. Physical occupancy alone cannot establish usable grade-level places, qualified staffing, reliable transportation or financial savings. The retained three-campus baseline must be compared with each alternative on the same student, service and cost definitions. What the existing capacity tests show Alternative using study enrollment Calculated result Decision status Retain all three southeast campuses 1,627 pupils across 2,812 published places Baseline; no reassignment assumed Release Discovery; retain Newsome Park and An Achievable Dream 1,627 / 1,984 places; 158 places below the combined 90% ceiling Aggregate fit; illustrative receiver allocations completed Release Newsome Park; retain Discovery and An Achievable Dream 1,627 / 1,846 places; 34 places below the combined 90% ceiling Aggregate fit with little headroom; readiness unresolved Release An Achievable Dream; retain Newsome Park and Discovery 13 pupils above the combined 90% ceiling Fails this fixed-capacity screen These are illustrative tests of the 2025–26 study counts and published capacity, not proposed assignments or closure recommendations. Grade placements, required services, actual routes, receiving-school effects and property costs remain unresolved. [S01, S03; calculations] Decision requested Approve development of a final statement of work for readiness and validation; reconcile it with the executed WXY and routing-system scopes before authorizing incremental work. Require a named sponsor, approved data access, an agreed fee and resource plan, and written acceptance criteria. The FY2027 readiness model is $220,800, including a 15 percent reserve. Four subsequent years of shared verification bring that modeled package to $450,800. These are resource planning allowances, not our professional fee quote or an appropriation. Optional pilots and facility implementation require separate decisions and funding. [Appendix C]
