Gaskin and Associates Consulting Group, LLC NNPS proposal October 8 2026 22 Complete the comparison before recommendation The next product is a priced school-by-school comparison for the retained alternatives. This report supplies baseline pupils, candidate receivers, capacity intervals and allowance cash flows. NNPS must join them to the local grade, room, duty and ledger evidence below. Proposed responsibilities are not accepted commitments. Comparison to complete Proposed responsible offices Acceptance evidence DSES → NP/AA and NP → DSES/AA WXY, academics, principals, Facilities, HR Each grade/required program placed in usable rooms with qualified staff; effect on current receiver pupils shown Both forecast paths Planning, WXY, Finance Common dated baseline and school/grade projections; housing and progression reconciliation; annual headroom under each model Actual transportation duties Transportation, HR, evaluation lead Student origins linked privately to proposed routes; required service and safe walks; tested ride tails, paid hours and multi-day baseline Campus and route cash flows CFO, City Finance, Facilities Year-by-year avoided funded cost minus receiver/transport/holding cost; transition quotes, commitments and funding identified Instructional pilot service Academics, principal, special services Grades, unique beneficiaries, delivered minutes, timetable, staffing, measurement and access arrangements priced Decision sequence aligned with the study October: freeze the common records and contract-scope reconciliation; establish a multi-day transport and parent-observation baseline. November: complete the two receiving comparisons and viable additional alternatives. December: publish the populated grade, service, burden and annual-cost sheets with the draft scenarios. January 2027: present a funded recommendation with unresolved conditions and a contingency plan. [S75; proposed work sequence] The district priorities survey is open through October 12, with December draft scenarios and January consideration announced for possible 2027–28 implementation. Survey responses need role, duplicate and sampling checks before being treated as parent prevalence. The VDOE annual transportation report due October 31 can reconcile annual miles, pupils and expenditures; it does not replace trip reliability evidence. No NNPS filing has been authenticated here. [S75, S78] Before any 2027–28 launch, responsible offices should verify receiving rooms and staffing, appropriate legal authority, appropriations, tested routes, individual transition arrangements and a fallback if readiness slips. Evaluate delivered instruction, service reliability and full costs before expansion. Independent school-finance, transportation, instructional and facilities review should use the same populated sheets and record supported disagreements.
