Baseline observation and evidence plan
Collect a matched baseline on at least five representative normal school days, then use the same
locations and definitions on five follow-up days after an approved measure stabilizes. Five days is a
proposed initial sampling plan, not proof of representativeness or a statutory requirement. Extend
observation when weather, traffic, attendance or an unusual event makes the sample unsuitable.
Proposed observation window
Purpose and adjustment
Morning 8:20-9:35 a.m.
Capture buildup and clearing; start earlier or end later if traffic
requires. Observation does not authorize early student admission.
Midday 12:15-1:00 p.m.
Capture PEEP transfer and bus/vehicle overlap; confirm the actual
school operation first.
Afternoon 3:30-4:20 p.m.
Capture queue formation, student release and clearance; follow
vehicles beyond campus where spillback is relevant.
Nonstandard schedule or event
Add a half-day, early-dismissal or event observation when feasible;
compare it separately.
Minimum measurement record
Log date, location, direction, time, weather, observed school schedule, vehicle and crossing counts,
bus movements, assigned and actual supervision, queue extent, blocked access, yielding failures and
defined conflicts. Engineer-selected calibrated equipment should record speed samples with sample
size, the active posted limit and measurement method. Record missing windows explicitly.
Coverage and quality
The initial allowance models two observers covering 170 minutes per normal day for ten
baseline/follow-up days: about 56.7 observer hours, leaving about 23.3 of the modeled 80 hours for
preparation, coding and validation. Two observers cannot cover every approach simultaneously.
Engineering should select fixed and rotating positions and revise effort when broader coverage is
needed. [Appendix C]
Observers should remain in safe authorized positions. A trained observer should classify a vehicle-
pedestrian conflict consistently; cameras or raw reports alone should not assign blame. Preserve de-
identified event keys and verify a subset with a second reviewer. Route changes, staffing and
enforcement during observation must be logged because they can affect the comparison.Jump to an indexed page (28 of 28)
