Planning budget and commercial terms
The initial resource model below is an illustrative author allowance for review and preparation. Hours
and rates are transparent assumptions, not measured staffing requirements, market research, vendor
bids or this firm's fee quote. Replace them with approved internal loaded costs and external prices
before commitment. [Appendix C]

Resource treatment
Count existing staff effort as resource use even when it does not generate new cash spending.
Deduct a claimed scope credit only after confirming that a current funded assignment or contract
covers the same work and has the capacity to deliver it. The reserve does not fund missing
construction, a full trial or continuing supervision.
Commercial terms to agree before engagement
A final statement of work should identify the contracting party, deliverables, data permissions, named
specialists, fixed or hourly fee, expense limits, invoicing milestones, review periods and change
control. It should address confidentiality, records handling, ownership and permitted use of outputs,
cancellation and any required insurance. No obligation or payment is created by this proposal.
Approval of the review should be separate from authorization to implement a route or buy equipment.
If qualified review requires more effort than modeled, provide the additional scope, price and schedule
before proceeding.Jump to an indexed page (28 of 28)
