Interim operating safeguards
Discovery and NNPS should confirm that the existing authorized access plan can be delivered each
school day while the review proceeds. A credible immediate hazard requires prompt protective action
by the responsible authority. Observation or a 90-day study schedule should not delay that response.
Student handoff and vehicle movement
Use confirmed unloading areas and designated pedestrian paths. Do not direct family vehicles into
unapproved streets, lots or crossings to shorten a queue. Plan transfers on a protected side where
feasible, prevent children from walking between moving or queued vehicles, and avoid backing
through an active student route. Engineer and school review should determine the appropriate
arrangement.
Retain the historical prohibition on cross-street drop-off only through a current, clear school operating
notice that explains the approved alternative. A rule for family vehicle unloading must not be
presented as a ban on legitimate walking from the neighborhood. Identify supervised crossings for
walkers and make arrangements for families who cannot use a car line. [R01; proposed clarification]
Supervision and absence cover
Assign trained personnel to each necessary duty and time window, with a supervisor, backup and a
pre-opening check. Confirm that the assignment fits contract hours and other responsibilities. A
school employee or volunteer is not assumed to have authority to control traffic on a public road; city
and police should confirm who may perform crossing and roadway duties.
Buses accessibility and emergency access
Separate bus turning and loading from parent and pedestrian movements where practical. Verify
lift/ramp clearance, accessible walking and boarding routes, staff/visitor parking and the access
needed by fire/EMS. Temporary cones or barriers require an approved placement and should not
obstruct access or introduce a new hazard.
Daily exception procedure
Provide an agreed response when queues block a crossing, required supervision is absent, a vehicle
route is obstructed or a student transfer cannot be completed safely. The responsible lead should
pause the affected movement or use a pre-approved alternative within their authority, obtain
assistance and record the condition and response. A substitute pattern must be reviewed before it is
used.Jump to an indexed page (28 of 28)
