Gaskin and Associates Consulting Group, LLC Discovery STEM proposal October 8 2026 17 Implementation costs and funding Selecting an operating alternative requires a complete implementation comparison in addition to the initial review allowance. Unknown prices must remain unpriced; they are not zero and cannot be covered by an unspecified saving. Historical sign-work charges do not price a present-day route change. Cost class Items to identify and price One-time campus work Survey and final design, loading and walking changes, accessible work, parking displacement, temporary setup and staff training. One-time public-road work Approved signs, markings, crossings or traffic-calming treatments, installation, permits and associated review. Recurring operation Assigned supervision and backup, incremental paid time, enforcement commitments, device operation and maintenance. Transition and monitoring Extra launch coverage, extended observations, family communication, incident review and required follow-up. Offset or existing resource Verified existing funded scope or expense that actually ends; no automatic credit for redeployment. Decision cost sheet For every retained option, show year-one cost, continuing annual cost and cost over an agreed planning horizon. Use the same price date and treatment of labor, benefits, procurement, reserve and maintenance. Show the existing service baseline, gross resource cost, documented credits, incremental cash requirement and items still unpriced. Funding and capital approval NNPS and city finance should confirm the appropriate account, available appropriation, delegated approval and procurement route for each action. The supplied FY2027-FY2031 adopted city CIP describes feasibility/planning followed by detailed design and a construction-funding decision. That supports staged development where applicable; it does not establish Discovery eligibility or reserve funds for this work. [P05, PDF p. 9] The supplied city line-item files contain Chestnut Avenue streetscape entries. Their relationship to Discovery traffic safety has not been established and is not assumed to be a funding source. Recommended FY2027 budgets and a draft ordinance are not proof of adopted or available money. The broader project money tracker supplies no verified appropriation for this proposal.
