Discovery STEM proposal

Executive brief
We propose a bounded 90-day safety review and action program for Discovery STEM Academy,
beginning with a current operating baseline and immediate attention to credible hazards. The central
decision is how to manage children, family vehicles, buses and public-street traffic safely throughout
the school day.
The historical record supports a coordinated review: school-associated messaging addressed cross-
street drop-off; police provided repeated traffic-control support; the city completed sign and pavement-
marking work; and an April 2025 reply reported that NNPS intended to retain the internal circulation
pattern then. These records do not determine current safety adequacy or select the safest route.

Proposed decision
Required condition
Authorize a school-specific review
Named NNPS sponsor, city coordination, agreed scope, data access
and resources.
Maintain and strengthen daily
safeguards
Confirm authorized routes, trained supervision, backups and accessible
and emergency access.
Assess Oak Avenue alongside the
current route
Recover the full engineering study and compare current field
measurements; no automatic relocation.
Approve only ready and funded
changes
Written authority, engineering review, staff training, family notice and a
tested fallback.
Resource decision
An illustrative initial resource allowance is $20,470, including a 15 percent reserve. It models 196
hours of advisory and review effort plus $1,000 for approved materials and communication. This is an
author planning scenario, not a professional fee offer, market quotation or appropriation. Construction,
recurring supervision and an operating traffic trial remain separately priced. [Appendix C]
What success would look like
A current approved access plan, a deliverable supervision roster, documented route and street-control
decisions, an identified funding source and comparable follow-up evidence. The plan must cover
morning, afternoon and applicable preschool midday movements. A faster queue alone does not
establish improved safety.Jump to an indexed page (28 of 28)
