Discovery STEM proposal
October 8 2026
5
Proposed engagement scope
The engagement would provide a current Discovery-specific decision package. Its geographic focus is
the campus and the streets and approaches needed to understand school access, particularly
Chestnut Avenue, 16th, 17th and 18th streets, and the Oak Avenue alternative. Additional approaches
should enter the scope when field evidence shows a relevant conflict. [R03-R06]
Deliverable
Evidence required for acceptance
Current baseline and source
register
Dated route map, operating windows, measured exposure, supervision plan
and a log of missing or conflicting evidence.
Circulation comparison
Existing arrangement and feasible alternatives evaluated on crossing
conflicts, queues, buses, access, staffing and full cost.
Operating and street-control
plan
Approved campus responsibilities and public-road treatments,
implementation prerequisites and maintenance owners.
Resource and funding record
Separate existing resources, incremental expense, capital work and recurring
duties; unknown costs remain visible.
Decision and verification
package
Recommendation or defined evidence gap; recorded approvals, dissent,
action owners, deadlines and follow-up results.
Review interfaces
Check how arrival and dismissal connect with student handoff, accessible boarding, bus loading,
visitor access and fire/EMS access. Obtain the relevant public school-audit results and corrective-
action status. Sensitive emergency contacts, security configurations and individual student
arrangements belong in restricted operational records.
Work requiring separate authorization
Final engineering design, construction, street changes, camera procurement, continuing crossing
supervision, and operation of a new circulation pattern require their own approvals and prices. This
access review does not assess every building-security, medical, environmental or threat-assessment
function. Districtwide capacity, closure and efficiency options are outside this Discovery proposal.Jump to an indexed page (28 of 28)
