Measurement and review
Agree the baseline, definitions and acceptance thresholds before launching a change. The measures
below are proposed for this school, not statutory minimums or completed findings. Engineering and
the sponsor should set numeric performance thresholds after reviewing current exposure and
baseline data.
Measure
Definition and reporting rule
Crossing conflicts
Define the observed vehicle-pedestrian interaction consistently; report events
per 100 observed child crossing movements, with raw events and denominator.
Unapproved vehicle drop-off
Report observed unapproved family unloading movements divided by all
observed family unloading movements; distinguish legitimate neighborhood
walkers.
Yielding and blocked crossings
Count defined yielding opportunities and failures separately; record crossing-
obstruction minutes by location and window.
Vehicle speed
Use a calibrated sample with n, direction, limit/activation state and relevant
distribution; keep free-flow and queue-constrained samples separate.
Queue and clearance
Record maximum extent/length, spillback duration and time from scheduled
dismissal to defined queue clearance; identify blocked accesses.
Required supervision
Actual covered duty minutes / required duty minutes, by critical location and
window; record training and backup delivery.
Accessible and emergency
access
Qualified readiness check and any observed obstruction, unresolved defect or
affected boarding movement.
Comparison limits
Compare like windows and locations and disclose sample size, weather, volume and simultaneous
changes. If the baseline rate is zero, report the absolute follow-up difference rather than an undefined
percentage reduction. A small sample with no observed conflict does not establish zero risk, and a
before/after comparison alone does not prove causation.
Follow-up decisions
Check implementation promptly, then review comparable operating evidence at about 30 and 90 days
after the approved change, and after a material route or schedule change. Report what improved,
what worsened, what remains unresolved and whether further work is justified. Post-change
monitoring beyond the initial modeled effort requires its own resource plan.Jump to an indexed page (28 of 28)
