Discovery STEM proposal
October 8 2026

Public street controls and enforcement
City engineering and police should match public-road measures to measured Discovery conditions.
Inspect signs, crosswalk visibility, sight lines, curb use and turning conflicts; reconcile the added-
crosswalk comment and 18th/Chestnut work history with current field conditions. The historical sign
order documents 25-mph signs, not every present legal operating condition. [R03-R06]
School route and control plan
FHWA school-area guidance supports a coordinated route map and selection of controls using vehicle
speed and volume, street width and the number and age of children. Engineers should confirm the
current MUTCD edition, Virginia requirements and city standards before applying a device. The
historical diagrams are not a current compliance assessment. [G03]
Speed limits and operating periods
Virginia Code section 46.2-873 governs school-crossing limits and controls. It provides a 25-mph
framework, engineering-supported local variations and a separate residential 15-mph process
involving the school board and locality. The review should verify zone boundaries, lawful controls and
activation periods against actual Discovery movements, including midday. [G04]
Traditional and automated enforcement
Where speed observations justify it, police should assess feasible officer coverage and any lawful
photo-speed option. Section 46.2-882.1 contains effective-date-specific requirements for devices,
evidence, warnings, privacy, reporting and oversight. Its text includes provisions taking effect in 2027.
Counsel should verify the provisions in force on the intended launch date; no device purchase or site
eligibility is assumed here. [G05]
The current text requires a warning period for qualifying new devices placed after July 1, 2026, and
separately stages a July 1, 2027 requirement for two advance signs, including a speed-display sign.
The latter should not be described as already in force in October 2026. This summary is a review flag,
not a complete implementation checklist. [G05]
Physical changes and maintenance
Consider additional treatments only where professional review supports their location and purpose.
Speed humps, raised crossings, curb changes, channelization or new signals need design,
accessibility, drainage, bus and emergency-access review as applicable. Name the owner and
renewal schedule for each adopted sign, marking and temporary control. Enforcement revenue is not
assumed to fund this proposal.Jump to an indexed page (28 of 28)
