Engineering response and unresolved decisions
City engineering took documented action. WO 524724, initiated November 19, 2024, records sign
fabrication, replacement and installation through January 15, 2025. Related work orders document
stop-bar and high-visibility crossing work at 16th/Chestnut and crosswalk work at 17th/Chestnut. The
response should be recognized and checked for present condition. [R03-R05]
Completed work and work-order comments
The sign order calls for 25-mph, school, arrow and ahead signs. A comment states that another
crosswalk had been added and requests restriping at 16th, 17th and 18th streets. That comment does
not identify the added crossing or its installation date. A separately completed 18th/Chestnut restriping
record has not been verified. [R03, p. 1]
The three orders record 48.5 labor hours, $1,376.97 in equipment charges and $4,498.33 in material
charges. Equipment plus material equals $5,875.30. Labor hours are not labor dollars; this is neither a
complete project cost nor a benchmark price for new work. [R03-R05; Appendix C]
The Oak Avenue question
The March case study attributes a recommendation to a November 7, 2024 engineering study:
moving the parent line to the teacher/visitor lot off Oak Avenue. The March 2025 escalation advocates
relocation. The complete readable study, its assumptions and its alternatives were not available for
verification. The recommendation is retained as reported, rather than treated as an approved design.
[R00, p. 9; R07, p. 2; R09]
The April 1, 2025 reply from Chief Deputy City Attorney Lynn A. Spratley reported that NNPS officials
were satisfied with the safety and efficiency of the internal pattern and did not intend to change it then.
The reply does not identify every consulted official or attach a technical comparison. A current written
decision should address the original recommendation and any subsequent changes. [R07, p. 1]
Decision now required
Recover the original study and current plans; verify existing controls; then accept, modify, reject or
defer each recommendation with evidence and a reopening date or condition. Work-order completion
and a favorable email should not replace a current test of the controls relied upon.Jump to an indexed page (28 of 28)
