Program for Public Information Annual Progress Report 1. INTRODUCTION 1.1. BACKGROUND OF PROGRAM FOR PUBLIC INFORMATION The City of Newport News, Virgina (the City) experiences tidal and rainfall-driven flooding impacts. These flooding challenges are anticipated to become more severe with ongoing sea level rise and projected increases in rainfall. Seeking to protect residents and curb financial losses, the City participates in the National Flood Insurance Program’s (NFIP) Community Rating System (CRS), which offers discounts on flood insurance premiums to residents in exchange for the City’s proactive flood mitigation efforts that exceed minimum NFIP requirements. As part of its participation in the CRS, the City developed a Program for Public Information (PPI). The goals of the PPI include: 1. Enhance public awareness of current and future flood risk, emergency preparedness, and ways to mitigate risk, 2. Develop effective messages to convey actions that the public can take to protect themselves, protect their property, and restore natural floodplain functions, and 3. Increase flood insurance coverage across the city, both inside and outside of the Special Flood Hazard Area. In May 2023, Newport News assembled a committee (the Committee) of diverse stakeholders from across the city with the goal of developing a creative, comprehensive, and actionable PPI plan to accomplish the above goals. Adopted in October 2024, the plan includes: 1. An assessment of the community’s public information needs, 2. An analysis of target audiences who could benefit from receiving information on flood risk and flood insurance, 3. Messaging and outreach efforts tailored to these audiences, and 4. A plan to implement, monitor, and evaluate the PPI. The City must continue to advance the PPI projects, provide status reports to City Council and the NFIP each year, and update the PPI plan every five years. This document serves as the PPI Annual Progress Report for 2025. INTRODUCTION 1
