The selected Contractor(s) will be solely responsible for securing, and the cost thereof, of all
licenses, permits and fees related to this project. Prior to issuance of a Notice to Proceed by
NNRHA, the selected Contractors) must provide written evidence to NNRHA that such licenses,
permits and fees have been secured or paid.
2.1 ACCESS AND WORK HOURS:
Contractors shall have access to the site between the hours of 8:00 AM — 5:00 PM Monday — Friday
unless granted permission otherwise. NNRHA currently observes the following holidays:
New Year’s Day Veterans Day
Martin Luther King Day Thanksgiving Day
President’s Day Friday after Thanksgiving
Memorial Day Christmas Eve
Juneteenth Christmas Day
Independence Day
Labor Day
2.2 OPTIONAL PRE BID CONFERENCE AND SITE VISIT:
An optional pre bid conference will be held at the Marshall Courts Recreation Center on October 10,
2024 at 09:00 A.M. at 3301 Marshall Avenue, Newport News, VA 23607 with a site visit to follow
immediately after per bid conference. The purpose of this conference is to allow potential bidders an
opportunity to present questions and obtain clarification relative to any facet of this Invitation for
Bid.
While attendance at the pre bid conference is not a prerequisite for submitting a bid, bidders who
intend to submit a bid are encouraged to attend. Please bring a copy of your solicitation with you.
Any changes resulting from the pre bid conference will be issued as an addendum.
2.3 START UP PERIOD AND COMPLETION:
The Contractor(s) shall begin work within thirty (30) calendar days after receiving the Notice to
Proceed and the project shall be completed within two hundred fifty (250) calendar days from the
date of the Notice to Proceed. Therefore, the successful bidder will be required to submit a Contract
Schedule of Values and construction schedules with a completion date no later than two hundred
fifty (250) calendar days from the date of the Notice to Proceed. Schedule of Values and
construction schedules are to be received within (30) calendar days of the Notice to Proceed.
2.4 BID BOND OR GUARANTEE:
Each bid shall be accompanied by a bid bond or guarantee of five percent (5%) of the amount of the
bid, which shall be a certified check, cash escrow or a bid bond payable to Newport News
Redevelopment and Housing Authority. The sureties of all bonds shall be a surety company or
companies as are provided by the State and authorized to transact business in the State of Virginia
and acceptable to HUD and the Authority. Such bid bond or check is submitted with the
understanding that it shall guarantee that the bidder will not withdraw such bid during the period of
ninety (90) days following the opening of bids; that if such bid is accepted, the bidder will accept
and perform under the terms of the Invitation for Bid, purchase order or contract. The bid guarantee
will be returned upon award of contact.
