RESOLUTION NO. 13795-24
A RESOLUTION ADOPTING THE 2024 NEWPORT NEWS PROGRAM FOR PUBLIC
INFORMATION PLAN AS PART OF THE CITY'S PARTICIPATION IN THE FEDERAL
EMERGENCY MANAGEMENT AGENCY'S (FEMA) FLOODPLAIN MANAGEMENT
COMMUNITY RA TING SYSTEM.
WHEREAS, the City of Newport News (City) recognizes the need for enhanced public
outreach and educational efforts related to flooding as it continues to prioritize flood hazard
reduction across the City; and
WHEREAS, in 2023, the City's Department of Engineering, in collaboration with
internal and external stakeholders, formed a committee to develop a Program for Public
Information (PPI) in accordance with FEMA's Community Rating System's guidelines; and
WHEREAS, the goal of the committee was to develop partnerships, provide additional
perspectives, and create consistent flood risk-related messaging for the public; and
WHEREAS, the proposed PPI is intended to deliver messaging to enable citizens of
Newport News to make better decisions and take additional steps to protect themselves and their
property from flooding; and
WHEREAS, the PPI will be monitored, evaluated, and revised as deemed necessary to
improve its effectiveness.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City ofNewportNews,
Virginia:
l. That it hereby adopts the 2024 Newport News Program for Public Information Plan
as an official plan.
2. That a copy of the 2024 Newport News Program for Public Information Plan shall be
maintained in the Office of the City Clerk.
3. That this resolution shall be in effect on and after the date of its adoption, October 22,
2024;
