IV. FLOOD PROTECTION ASSISTANCE (ACTIVITY 360)
Newport News offers flood protection assistance to residents in a variety of formats.
Both the Engineering Department and Stormwater Division are equipped to provide
assistance over the phone, during office visits, and via email. The Stormwater
Division has a dedicated email address for stormwater issues, mailto:311@nnva.gov,
and residents can download the City’s mobile app in the Apple App Store or Google
Play Store and file a stormwater complaint form for flooding, debris, fish kill, and
illegal dumping.
Additionally, the City’s Flood Assistance Program acquires structures located in the
floodplain based on their risk of flooding. This assistance program involves the City
buying a property (land) and its improvements (building) in order to eliminate future
flood damage to insurable buildings. Thus far, the program has acquired 80
properties across the City. To be eligible, the home must:
• Be located in the SFHA (1% annual chance floodplain)
• Have a finished floor elevation below the Design Flood Elevation1
• Have been under construction before December 31, 1974

The Design Flood Elevation in the City of Newport News is equal to the Base Flood Elevation plus to
feet of freeboard.
