Newport News Police Department 2024 Annual Report
Environmental Officers
The Environmental Officer Program aims to establish a
dedicated division within NNPD to focus on addressing
issues related to the environment throughout the City. This
initiative prioritizes issues such a blight, homelessness,
vandalism, and littering. NNPD officers work to build strong
relationships with the community and community partners
in order to keep the City safe and attractive. Currently,
NNPD employs two Environmental Officers. In 2025, NNPD
will be adding an additional Environmental Officer, further
strengthening the capacity to address these vital issues.
Women in Law Enforcement
NNPD is making strides in advancing women in policing
through their commitment to the 30x30 pledge. This
national initiative aims to increase the number of female
officers across the United States, with a goal of having at
least 30% of sworn officers be female by 2030. NNPD is
already ahead of the curve with 22% female officers, well
above the national average. In 2024, NNPD continued their
efforts to recruit more female officers and encourage
existing female officers to apply for leadership positions.
NNPD hosted its fourth annual leadership summit for female
officers in November 2024. The summit aimed to empower
and encourage female officers to pursue leadership
positions within the department and promote leadership
development.
Technology
NNPD uses automated license plate reader technology to convert data associated with vehicle license
plates and vehicle descriptions for official law enforcement purposes, including identifying stolen or
wanted vehicles, stolen license plates and missing persons. It may also be used to gather information
related to active warrants, crime suspects and stolen property recovery. License plate reader systems are
not used for surveillance, but only for public safety-related missions. In 2024, NNPD added additional LPR
systems throughout the city.
In 2024, NNPD also expanded the Flock system platform, including Condor Cameras with PTZ ability –
point, tilt, and zoom. These cameras are used in areas known for high volumes of violent crime. The PTZ
feature, allows for clearer images and their installation has resulted in a significant reduction in criminal
activity. NNPD has been actively researching and exploring advanced artificial intelligence (AI) options to
support the Crime Analyst Division. AI has been proven to be a transformative tool in law enforcement,
assisting agencies in predicting, detecting, and preventing crime more effectively than ever before. One
of the precincts has already begun utilizing an AI platform, demonstrating the practical applications of
this technology in real-world scenarios.
