| A RESOLUTION APPROVING PLN-2024-0005 AS AN AMENDMENT TO THE ONE CITY,
ONE FUTURE 2040 COMPREHENSIVE PLAN FOR THE CITY OF NEWPORT NEWS.
| WHEREAS, on August 14, 2018, the City of Newport News (the City) adopted the One
| City, One Future 2040 Comprehensive Plan (the “Plan”) as its official comprehensive plan; and
| WHEREAS, the Plan provides the general guidance for planning and zoning decisions
| within the City and recommends the preparation of area and neighborhood plans to ensure that
| communities are developed or redeveloped in a high quality manner to include a mix of uses and
the preservation and enhancement of natural and historic features; and
| WHEREAS, the Planning Commission considered the Greater Hilton Area Plan as a
| change to the Plan’s comprehensive land use map; and
i WHEREAS, the Greater Hilton Area Plan boundary follows the James River beginning at
| Government Ditch, travelling north along the James River to J. Clyde Morris Boulevard,
continuing along J. Clyde Morris Boulevard to the CSX Railroad, and continuing south along the
| CSX Railroad, ending at Government Ditch; and
| WHEREAS, the Greater Hilton Area Plan will guide the direction for revitalization and
preservation that is environmentally, socially and economically sustainable. The Greater Hilton
‘Area Plan discusses key challenges and issues facing the area and encourages reinvestment through
recommendations to the land use map and implementation action steps for economic development,
| placemaking, health and safety, connectivity and natural systems; and
WHEREAS, the Planning Commission studied the property within the Greater Hilton Area _
Plan boundary, and has recommended adoption of the Greater Hilton Area Plan as an amendment
to the Plan, identified as PLN-2024-0005; and |
WHEREAS, the proposed amendment has been advertised and a public hearing was held _
by the Planning Commission on November 20, 2024 and by City Council on December 10, 2024,
as required by law; and
WHEREAS, the Plan is a consensus document which reflects the vision of the citizens of
Newport News conceming the physical development and services within the Greater Hilton Area
boundaries, and the proposed Greater Hilton Area Plan secks to help implement that vision.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Newport News,
| Virginia, that it desires to and does hereby approve the Greater Hilton Area Plan as proposed,
identified as PLN-2024-0005 and shown in Exhibit A-2, attached hereto and made a part hereof,
“to become a part of the City’s official, One City, One Future 2040 Comprehensive Plan.

BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to
take such action as shall be required to cause PLN-2024-0005 and the referenced Exhibit to
become part of the City’s official One City, One Future 2040 Comprehensive Plan, and to cause
other parts of the Plan to conform to the changes made through adoption of PLN-2024-0005, if
any.
