Economic Profile
The plan area includes a wide variety of
attractions, including parks and trails with
waterfront access, museums, a public library,
unique restaurants, boutique shops, and
entertainment venues. The economic and social
vitality of the area largely centers on Hilton
Village, which hosts a number of festivals, art
and craft fairs, holiday parades, a weekly farmers
market, and other community events. The small
businesses south of Hilton Village remain quite
vibrant, but several commercial spaces are
vacant. Numerous buildings north of the village
are also dormant, which influences the overall
character of the plan area.
Several economic development tools, found
in Appendix 3, are available to help stimulate
economic vitality through job creation and
private investment. Virtually all of the Warwick
Boulevard commercial corridor is included in
Enterprise Zone # 3 - Newport News South.
Much of the plan area is also a designated
“Tourism Zone,” which includes local taxation
and fee reduction incentives.
Other tools include the Commercial
Rehabilitation and Property Tax Abatement
(CRPTA) and the Façade Improvement Grant
(FIG) programs.
In December 2022, the Virginia Department
of Housing & Community Development
(DHCD) selected Hilton Village for its inaugural
“Mobilizing Main Street” program. The two-
year program provides the framework for
targeted organizational development support
to Exploring Main Street (EMS) communities
interested in pursuing Advancing Virginia
Main Street (VMS) designation and Main
Street America accredited status. Through the
program, Historic Hilton Village, Inc. will develop
an individualized work plan and work with DHCD
staff to implement program benchmarks.
