7/9/26, 2:57 PM City Council Regular Meeting - Dec 09 2025 - Midtown Community Center (570 McLawhorne Dr, Newport News, VA 23601) - Minute…
The 2025 Plan was prepared by HDR Engineering, Inc. and approved by VDEQ as
a minor amendment to the 2020 Plan. It establishes the City’s long-term waste
management strategy through 2040 and fulfills the certification requirement
under 9VAC20-130-173 that all plan elements remain current and in compliance
with State regulations.
The Plan outlines the City’s solid waste system, which includes residential
collection, bulk and yard waste services, recycling programs, and post-closure
monitoring of the Denbigh Landfill. It also projects future waste generation,
identifies disposal and recycling options, and aligns with the City’s One City, One
Future 2040 Comprehensive Plan.
Key plan elements included:
Continued use of Bethel Landfill under the current disposal contract and
evaluation of future alternatives.
Ongoing post-closure maintenance and regulatory compliance of the
Denbigh Landfill through 2031.
Continued emphasis on recycling efficiency, composting expansion, and
source reduction.
Evaluation of automated collection and emerging waste diversion
technologies.
Maintenance of a 25% recycling rate as required by the Commonwealth,
with targeted improvements through education and outreach.
Integration of sustainability and cost-efficiency goals consistent with the
City’s environmental stewardship initiatives.
The 2025 SWMP Update ensures continued regulatory compliance, promotes
operational efficiency, and positions the City to adapt to changing
environmental and market conditions over the next 20 years.
The City Manager recommends approval.
