5. Resolution Appropriating $2,000,000 from the Community Development
Category of the Fiscal Year 2024 Bond Authorization in Support of Southeast
Community Redevelopment
A RESOLUTION APPROPRIATING FUNDS FROM THE FISCAL YEAR 2024 BOND
AUTHORIZATION, COMMUNITY DEVELOPMENT CATEGORY, IN SUPPORT OF THE
SOUTHEAST COMMUNITY REDEVELOPMENT.
An appropriation of $2,000,000 is requested to implement projects that
advance the redevelopment and revitalization of the Southeast Community and
support future private-sector investment.
The Southeast Community has experienced significant transformation in recent
years, driven in part by the collaborative implementation of the Choice
Neighborhood Initiative (CNI) by the City and the Newport News Housing and
Redevelopment Authority (NNRHA). The City continues to be active with
partner implementation entities, including NNRHA and the Newport News
Economic Development Authority, to continue advancing redevelopment efforts
in the Southeast Community through strategic property acquisitions,
infrastructure investments, and pre-positioning of property to support new
development.
Funding would be used to support Southeast Community Redevelopment
initiatives that included:
Finalization of environmental remediation work at the Chase Site at
1300 Marshall Avenue supporting future development of this site
following the NN EDGE Summit.
Pre-development, planning and site readiness work to support future
development, including properties in the former Harbor Homes and
Dickerson Courts Site (1535 Jefferson Avenue, 1950 Terminal Avenue
and 2200 Terminal Avenue).
Strategic property acquisition, supporting redevelopment and slum and
blight removal.
This funding to support Southeast Community Redevelopment will sustain and
grow momentum achieved through the CNI effort and other major initiatives
such as the Southeast Community Resource Area project and set the stage for
continued public and private sector investment and public-private partnership
opportunities benefiting the continued transformation within the Southeast
Community.
