4. Item 2 of 2: Resolution Authorizing Jurisdictional Approval for the Newport
News Redevelopment and Housing Authority to Issue Multifamily Housing
Revenue Bonds for the Benefit of Stuart Gardens II Housing Partners LP
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT NEWS,
VIRGINIA FOR JURISDICTIONAL APPROVAL OF THE ISSUANCE BY THE NEWPORT
NEWS REDEVELOPMENT AND HOUSING AUTHORITY OF ITS MULTIFAMILY
HOUSING REVENUE BONDS FOR THE BENEFIT OF STUART GARDENS II HOUSING
PARTNERS, LP LOCATED IN THE CITY OF NEWPORT NEWS, VIRGINIA.
In early 2022, the Stuart Gardens Apartments were purchased by the Seattle-
based firm,
Vitus. Vitus seeks to preserve the 490 affordable housing units by renewing the
existing
Housing Assistance Payments (HAP) contract and investing in the complex’s
renovation. To aid in this planned renovation, Vitus is requesting the issuance of
the Newport News
Redevelopment and Housing Authority's housing revenue bonds in an amount
not to exceed $48,000,000 to assist in financing the renovation, rehabilitation,
improving and equipping of the multifamily residential facility for families and
individuals of low and moderate income residing in Stuart Gardens Apartments.
Renovating the complex would likely reduce the number of Code Compliance
issues associated with the property while enhancing the quality of housing and
improving the lives of residents. The City has placed conditions upon the
resolution(s) seeking to ensure a minimum level of investment, property
management and support for residents moving
forward.
The City Manager recommends approval.
