7/9/26, 2:57 PM City Council Regular Meeting - Dec 09 2025 - Midtown Community Center (570 McLawhorne Dr, Newport News, VA 23601) - Minute… AN ORDINANCE TO AMEND AND REORDAIN CHAPTER 45, ZONING ORDINANCE, OF THE CODE OF THE CITY OF NEWPORT NEWS, VIRGINIA, ARTICLE V. GENERAL REGULATIONS, SECTION 45-530, SELF-SERVICE ICE VENDING UNITS. The amendment will revise the existing standards governing self-service ice vending units by reducing the minimum lot size requirement from two acres to three-quarters of an acre. The amendment recommended was to provide more opportunities for the use to operate. The City Manager recommends approval. Ms. Diane Davis, 30 Elm Avenue, spoke in favor of the amendment, expressed appreciation to City Council for considering the change to allow more ice vending machines to be installed on smaller parcels. She explained that these machines provided affordable ice to private citizens, restaurant owners, and contractors, who were required by United States Department of Labor – Occupational Safety and Health Administration (OSHA) to provide ice to its employees. Lowering the acreage requirements would allow more machines to be placed throughout the City. Moved by Councilman Cleon M. Long, P.E., seconded by Councilman Marcellus L. Harris III, D. Div., to close the public hearing. Carried by the following votes: Ayes: Councilman Cleon M. Long, P.E., Vice Mayor Curtis D. Bethany III, Councilman Robert Coleman, Councilman Marcellus L. Newport News first adopted its independent SWMP in 1995 following its withdrawal from the Virginia Peninsulas Public Service Authority (VPPSA) Regional Plan. The 2025 SWMP Update represents the City’s fifth revision (following plans in 2005, 2010, 2015, and 2020). https://nngov.civicweb.net/document/282849/ 7/28
