OPERATING A CAR WASH ON A SITE ZONED C1 RETAIL COMMERCIAL.
The applicant proposes to repurpose the vacant Rite Aid building constructed in
1996, to facilitate its use as a single tunnel car wash. Half of the current
structure will house the tunnel car wash, associated office space and
equipment room, and the other half of the structure will provide 7 indoor
vacuum spaces. In addition, there will be a total of 16 parking spaces on the
property, of which 12 will be vacuum spaces and 4 will be spaces for
employees. The site layout removes the entrance on J. Clyde Morris Boulevard
and provides an entrance on Woods Road. This layout allows for the vacuum
area to be located behind the building with an 8-foot solid fence along the rear
property line to mitigate the noise generated and screen the property from the
adjacent area. The layout also provides a larger landscaped green area along
the J. Clyde Morris Boulevard frontage to adequately screen the use from the
corridor. The existing sign will be removed and a new 6-foot monument-style
sign is proposed.
The car wash was consistent with the One City, One Future 2040 Comprehensive
Plan land use designation. The site layout, landscaping and enhancements will
improve the property's visual appearance.
The City Manager recommends approval.
Mr. Tyler Rosa, Attorney with Williams Mullen for the applicant, 222 Central
Park Avenue, Virginia Beach, was available for questions.
