5. Resolution Appropriating $931,259 in VDOT Highway Safety Improvement
Program Funds for the Jefferson Avenue Sidewalk Project from Shields Road to
Sea Pine Lane
A RESOLUTION APPROPRIATING FUNDS FROM THE FISCAL YEAR 2026 VIRGINIA
DEPARTMENT OF TRANSPORTATION HIGHWAY SAFETY IMPROVEMENT
PROGRAM FOR THE JEFFERSON AVENUE SIDEWALK FROM SHIELDS ROAD TO
SEA PINE LANE PROJECT.
The City has competed for and successfully secured $931,259 of Virginia
Department of Transportation (VDOT) Highway Safety Improvement Program
(HSIP) grant funds for the following project with an existing project agreement:
The Sidewalk Improvements project on Jefferson Avenue from Shields Road to
Sea Pine Lane includes the installation of sidewalks along both sides of Jefferson
Avenue within the project limits as well as pedestrian actuated signals,
crosswalks, and CCTV (closed-circuit television) cameras at the intersection with
Woodcreek Drive. Construction of an off-road pedestrian facility and associated
amenities will reduce vehicle to bicycle/pedestrian conflicts and crashes,
thereby increasing safety.
The HSIP program’s intent is to reduce crashes and increase safety. The
Department of Engineering performs an annual analysis of pedestrian crashes
citywide with a focus on identifying potential improvements to roadway
sections and intersections. This section of Jefferson Avenue was identified and
prioritized through this process due to the number and severity of pedestrian
crashes attributable to a lack of pedestrian facilities.
The City Manager recommends approval.
