CAPITAL ACTIVITY Asset Repositioning Strategic Plan for Public Housing Portfolio AH Forward held two work sessions with senior staff on May 19th and 20th to discuss its approach to developing the Asset Repositioning Strategic Plan and to gather input on general repositioning issues and property-specific conditions. These sessions helped AH Forward draw on staff’s institutional knowledge of each property’s history, current condition, and potential for repositioning. The next step for AH Forward is to finalize the RFP for an engineering firm to conduct a Capital Needs Assessment (CNA) of the Authority’s public housing developments. The CNA, staff input, and other performance metrics will guide AH Forward’s analysis of the Authority’s public housing developments and support informed decision-making for repositioning options, fostering trust in the process. Capital Fund Program (CFP) The Authority receives capital funds annually to support the development, financing, and modernization of public housing developments, as well as management improvements. To ensure these funds are used promptly for planned modernization projects, HUD requires at least 90% of CFP funds to be obligated within two years of availability and fully expended within four years. Failure to meet these deadlines may result in sanctions, including potential loss of funds or other penalties, and the recapture of unexpended funds. As in previous years, the Authority met both requirements by obligating its 2024 CFP funds of $3.67 million before May 5, 2026, and fully expending its 2022 CFP funds of $3.98 million before May 11, 2026. RAD Properties Management, Operations, and Fiscal (Pre-MOR) Review The Authority issued an RFP for a consulting firm experienced in operating RAD developments under the Project-Based Rental Assistance (PBRA) program to evaluate the management, operations, and fiscal performance of NNRHA’s six RAD properties, totaling 498 units. The RFP was released on March 13, 2026, and closed on May 4. After reviewing the proposals for completeness, Procurement forwarded them to the review committee for evaluation and ranking. The committee selected Du & Associates as the Pre-Management and Occupancy Review (Pre-MOR) consultant. Du & Associates has worked with PHAs nationwide to strengthen compliance, improve operations, increase rent recovery, and support long-term asset sustainability, particularly at RAD-converted PBRA properties. Its Pre-MOR services have helped many agencies achieve strong MOR ratings. This contract was very timely for NNRHA because Cypress Terrace, one of its RAD PBRA properties, underwent a MOR review by HUD’s Multifamily Division in early May. The review identified several areas of concern, and Du & Associates’ first assignment assisted the Authority in addressing HUD’s concerns and developing a plan to recover voucher rent, and rent/expense-level adjustments owed to Cypress Terrace. Marshall Courts – Phase VII Demolition (88 Units) The demolition project of the 88 units of Marshall Courts Phase VII will be completed before the end of June 2026. All of the finishing touches are being performed. Currently, sidewalks, along with curbs and gutters are getting poured. Hydroseeding is underway and the planting of trees will finalize the completion of this project. Until future development opportunities are determined, the site will remain as green space. 3
