27 Newport News Police Department 2025 Annual Report YOUNG ADULT POLICE COMMISSIONERS On November 19, 2025, Judge Tyneka Flythe swore-in 47 new Young Adult Police Commissioners for the 2025-2026 year. The Young Adult Police Commissioners (YAPC) Program has become a cornerstone of youth engagement in the Newport News community, fostering a strong connection between the youth of our community and the Police Department. This achievement is a testament to the unwavering commitment of both NNPD officers and civilian coordinators who work tirelessly to make the program a success. Commissioners engage in meaningful conversations with police recruits, sharing their expectations as young adults while gaining insight into the challenges faced by officers. They speak directly at NNPD ceremonies, sharing their perspectives. Ultimately, the experience and lasting bonds formed, while participating in the program, serve to build positive relationships with the youth of our community and the NNPD.
