11 Newport News Police Department 2025 Annual Report 2025 HIGHLIGHTS Crime Reduction Two thousand and twenty-five brought another remarkable year in crime reduction. Homicides dropped another 22 percent year-over-year to a 12-year low, while non-fatal shootings decreased by 21 percent to the lowest figure since at least 2008. NNPD is also proud to report reductions in other crimes, including rape, robbery, aggravated assault, burglary, larceny and vehicle theft. These positive outcomes reflect the exceptional officers and detectives who work tirelessly to protect our community. Furthermore, NNPD consistently exceeded FBI clearance rates for all reported crimes. (See pg. 35) Recruiting/Staffing NNPD is setting the standard in the recruitment of police officers, showcasing the effectiveness of its strategies through a low vacancy rate. As of December 31, 2025, NNPD employed 484 sworn officers, including 34 in training, leaving a vacancy of only 35 officers. The dedication and expertise of the Recruiting team have been instrumental in guiding qualified candidates through the hiring process, while the collaboration with the Public Information Office has consistently highlighted the vibrant culture cultivated at NNPD. Training: Police Simulator NNPD is committed to enhancing training capabilities to ensure officers are well- prepared to serve and protect the community. In 2025, NNPD acquired the VirTra 300 Police Simulator, a cutting- edge use of force and decision-making simulator, translating into vital real-world survival skills. This innovative tool not only equips officers with the skills necessary to make informed decisions under pressure but also fosters a greater understanding of the complexities officers face in the line of duty.
