COMMUNITY DEVELOPMENT
In November, the Community Development Department focused on finalizing agreements for
administering HUD CDBG and HOME funds between the City of Newport News and NNRHA. Legal
agreements were also prepared for nonprofit sub-recipients of CDBG funds managed by NNRHA on
behalf of the City. These agreements will be executed by both parties once approved by the City's
attorney and upon HUD’s release of funding.
Additionally, renovations at the Southeast Family Project Building were completed, enabling staff
and current clients to move into the facility during November.
Sponsoring Partnerships & Revitalizing Communities (SPARC) and Down Payment
Assistance (DPA)
The SPARC program offers eligible homebuyers using a Virginia Housing loan product for a 1%
reduction in their mortgage interest rate. By leveraging SPARC funding, NNRHA is able to expand
its capacity to provide downpayment assistance to qualified applicants. SPARC allocations are
approved annually, with the current program year running from July 1, 2025, through June 30, 2026.
As of this reporting period, NNRHA has utilized $1,402,526 of the total $4,000,000 allocation to
support homeownership opportunities for residents of Newport News.
Redevelopment & Homeownership
NNRHA administers the Citywide Down Payment Assistance Program for first-time homebuyers
through the HOME Investment Partnerships Program (HOME). The program provides financial
assistance to eligible first-time homebuyers to support the purchase of a home within the City of
Newport News.
