CNI Grant Closeout and Sustainability Update The CNI Endowment Plan has been finalized and is currently under review with HUD. Staff continue to coordinate with HUD and internal stakeholders to address any remaining review comments and ensure all required documentation is complete. Upon approval, the Endowment Plan will establish a framework to preserve resources and support the continued delivery of supportive services for CNI target housing residents beyond the grant period, sustaining the progress achieved through the Marshall-Ridley Choice Neighborhood Initiative. In addition to the Endowment Plan, staff are completing the remaining CNI grant closeout activities, including final budget revisions to reconcile available grant funds, close out remaining Budget Line Items (BLIs), complete the final draw process, and satisfy all HUD CNI grant closeout requirements. CNI partners will continue to play an integral role in the implementation of the sustainability plan and ongoing delivery of supportive services. Urban Strategies Inc. (USI) will remain the People Lead, continuing to coordinate resident support services and partner engagement. Once HUD review is complete and the plan is finalized, additional details regarding the structure, partner participation, and governance framework will be shared with CNI stakeholders and community partners. USI — Urban Strategies For August 2026, the Marshall-Ridley Family Supportive Services Program continued to demonstrate strong and consistent resident engagement. The Urban Strategies, Inc. (USI) Newport News team reports that 209 families are actively engaged in intensive case management and supportive services. USI will continue serving as the lead People component partner during the two- year post-grant sustainability period, supporting the implementation of the CNI Endowment Plan and ensuring continued access to critical resident services beyond the grant period. USI, in partnership with Newport News Public Schools (NNPS), will host a CN! Back-to-School Event on August 18, 2026, from 5:00 PM to 7:00 PM. The event will provide Marshall-Ridley families with school readiness resources, community connections, and supportive services to help students and families prepare for the upcoming school year.
