COMMUNITY DEVELOPMENT
The 2026-2027 Annual Action Plan (AAP) successfully completed the required 30-day
public review and comment period. During this time, the draft plan was made available for
public review, written comments were accepted in accordance with HUD requirements, and
the plan was reviewed by NNRHA and City staff to ensure compliance with HUD regulations
and alignment with the priorities identified in the Consolidated Plan.
A virtual public meeting was held on July 8, 2026, to present the draft plan, provide an
overview of the proposed activities and funding allocations, and receive input from residents
and stakeholders. The recommendations included in the plan are based on the City of
Newport News' final 2026-2027 Community Development Block Grant (CDBG) and HOME
Investment Partnerships Program (HOME) allocations from HUD.
The 2026-2027 Annual Action Plan is scheduled to be presented to the Newport News City
Council for consideration and approval on August 11, 2026. Following City Council approval
and HUD acceptance of the plan, the City of Newport News will be authorized to expend
CDBG and HOME funds for eligible activities during the 2026-2027 program year. The
Newport News Redevelopment and Housing Authority (NNRHA) will continue to administer
these programs on behalf of the City.
Sponsoring Partnerships & Revitalizing Communities (SPARC) and
Down Payment Assistance (DPA)
The SPARC Program provides eligible homebuyers using Virginia Housing loan products
with a 1% mortgage interest rate reduction to support affordable homeownership. NNRHA
successfully achieved the objectives of its FY2025 SPARC grant, fully expended all
awarded funds, and the grant has been officially closed.
Virginia Housing plans to release the FY2027 SPARC application this fall to continue
strengthening the program and expanding homeownership opportunities across the
Commonwealth. NNRHA appreciates its partnership with Virginia Housing and looks
forward to participating in the next funding cycle.
Redevelopment & Homeownership
The Newport News Redevelopment and Housing Authority (NNRHA) administers the
Citywide Down Payment Assistance (DPA) Program for first-time homebuyers through
the HOME Investment Partnerships Program (HOME), providing financial support for
home purchases within Newport News. For calendar year 2026, 25 applications were
received, including 2 new applications in July. Of these, 3 projects have been completed,
7 were determined ineligible, 3 have been approved, 9 are in underwriting, and 1 has
withdrawn. These efforts resulted in financial assistance being provided to support
multiple first-time homebuyers in achieving homeownership within the city.
