PART ONE 1
Matters may be referred to a committee by the Mayor, after consultation with the City Manager and City
Attorney or by motion and majority vote of the City Council. Committees deliver their reports to the Mayor and
City Manager, who review for consideration at a future City Council meeting. Copies of committee reports are
maintained by the City Clerk.
Standing committees are advisory in nature and do not have the power or authority to bind the city or the City
Council to any course of action. Standing committees may be added or modified through resolution of the
Council.
COUNCIL/STAFF RELATIONSHIP AND COMMUNICATIONS
While the City Manager, City Clerk and City Attorney serve at the pleasure of the Council, all other City staff are
employees of the City Manager, City Clerk, or City Attorney. Neither the Council nor any of its members are
permitted to direct or request the appointment or removal of officers and employees in the administrative service
of the City.7
Except for the purpose of inquiry, the Council and its members shall deal with the administrative services solely
through the City Manager, and neither the Council nor any member thereof shall give orders either publicly or
privately to any subordinate of the City Manager. Any Council member violating the provisions of this section or
voting for a motion, resolution or ordinance in violation of this section shall be guilty of a Class 4 misdemeanor,
and upon conviction thereof, shall cease to be a Council member.8 Any violation by a member of the Council
should be brought to the immediate attention of the City Attorney.
