City of Newport News
2024-2029 MS4 Program Plan
The City is required to operate and maintain public roadways and parking lots in a manner that
minimizes the discharge of pollutants. A complete inventory of public streets, roads, and parking lots
is maintained by the Department of Information Technology using ArcGIS software.
The MS4 Permit requires that a minimum of 20% of City-owned and maintained street lane miles with
curb and gutter are swept during each reporting year; the Department of Public Works Street
Maintenance Division exceeds this by sweeping 100% of qualifying streets each fiscal year. The
number of lane miles swept is tracked using Cityworks.
All deicing materials remain covered and protected from precipitation until applied, in accordance
with the Department of Public Works Snow Removal Plan and stormwater pollution prevention plan
(SWPPP) requirements. The Snow Removal Plan is updated annually and details the equipment and
practices used for snow and ice removal from City-maintained roads, parking lots, and other paved
surfaces.
Reporting
• The City shall include a description of its street sweeping program including the number of miles
cleaned each year and the total cleaned cumulatively since permit issuance in the annual report.
(ONGOING)
• The City shall include an updated version of the written protocols identified in Part I.B.2.c(2) if any
changes are made during the reporting year. (ONGOING)
d) Pesticide, Herbicide, and Fertilizer Application
The City is required to control the discharge of pollutants related to the storage and application of
pesticides, herbicides, and fertilizers applied to the City’s properties and rights-of-way. This
management is shared by multiple departments (Police, Public Schools, Public Works, Waterworks,
and Parks, Recreation & Tourism). Each department is responsible for developing and implementing
good housekeeping practices and necessary pollution prevention measures for their respective
properties and activities.
For all City owned/operated lands where nutrients are applied to a continuous area greater than one
acre, turf and landscape nutrient management plans have been developed in accordance with § 10.1-
104.2 of the Code of Virginia. Nutrient management plans shall be submitted to the Department of
Conservation and Recreation (DCR) at least 30 days prior to plan expiration. The Department of
Engineering Environmental Services Division tracks this information, including property/facility
locations, approval dates by DCR, plan expiration dates, and acreages in its internal database to
facilitate annual reporting to DEQ. Lands with acreage managed under Integrated Pest Management
Plans are also tracked.
Reporting
• Each annual report shall include the three elements under Part I.B.2.d)1)(b) of this permit and a
list of the properties identified under Part I.B.2.d)1(a) including the approval date of the most
recent nutrient management plan. (ONGOING)Jump to an indexed page (19 of 19)
