2024-2029 MS4 Program Plan
Part I.C. Monitoring Requirements
1. In-System/Wet Weather Monitoring
Two static water quality monitoring stations have been installed at Lakewood Park Drive and Rivers
Ridge Circle, as part of the Hampton Roads Regional Water Quality Monitoring Program
https://www.usgs.gov/centers/virginia-and-west-virginia-water-science-center/science/hampton-
roads-regional-water). Data collected through the sampling stations are used to characterize
sediment and nutrient loadings by land use type. The stations collect real-time, high frequency data
to characterize flow, temperature, specific conductance, and turbidity. Discrete samples for nutrients
and sediments are taken during storm events and monthly for baseflow sampling. Long-term data
analyses are performed by Hampton Roads Sanitation District and United States Geological Survey
staff; these analyses include a desktop GIS source analysis and nutrient/sediment speciation through
isotope monitoring.
Reporting
• The initial annual report shall include the list of sites to be monitored during the term of the
MS4 Permit, copies of any related USGS quarterly monitoring reports, and all monitoring
protocols (e.g., the existing program, trend analysis, mass input analysis, and nitrate isotope
monitoring. (COMPLETED)
• In the second year of the permit cycle, the annual report shall include the results of the USGS
GIS mass input analysis of estimate constituent input sources report, to include the
interpretation completed by USGS. This will be the only year these results are reported.
(COMPLETED)
• In the second year of the permit cycle, the annual report shall include the results of the nitrate
isotope monitoring and analysis, to include the interpretation completed by USGS. This will
be the only year these results are reported. (COMPLETED)
• In the final year of the permit cycle, the annual report shall include the results of the trend
analysis to include the interpretation completed by USGS. This will be the only year these
results are reported.
• Each annual report shall include a summary of the monitoring results from each sampling
protocol and analyses and an interpretation of that data with respect to either the
identification of long-term patterns and trends or the progress made towards the
identification of said patterns and trends. (ONGOING)
Part I.D. TMDL ACTION PLAN AND IMPLEMENTATION
1. Chesapeake Bay Special Condition
The City submitted a First Cycle Chesapeake Bay TMDL Action Plan to DEQ on June 22, 2018, to
demonstrate how it would reduce Total Phosphorus, Total Nitrogen, and Total Suspended Solids byJump to an indexed page (19 of 19)
